Congo Bars


2 1/2 c brown sugar
1 pkg chocolate chips
2 3/4 c flour
1 1.2 t baking powder
2/3 c oil
1 c nuts
1/4 c cold water
1/2 t salt
3 eggs
1 t vanilla

Add all dry ingredients, then wet.  Mix well. Bake in greased jelly roll pan at 325 for 20 minutes or until golden brown.
